This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.1 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reason(s):

(a) non-compliance with the accessibility regulations

  • Incorrect semantic markup - WCAG 1.3.1
    • Bold <b> and italic <i> tags used instead of strong <strong> and emphasis <em> tags so screen readers will not be able to detect. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships). These are added when using a third party application CMS editor, Wagtail, which we have no control of and cannot change. We have brought this issue up with the Wagtail team and they are looking at solutions to this issue, but we are unable to provide a timeframe for future development on their front
  • Link text used for multiple different destinations - WCAG 2.4.4 - Link Purpose (Navigable)
    • The Impacts and Insights links on the summary pages have the same names but point to different landing pages due to duplication of legacy content. Content editors are planning to resolve this issue.

(b) disproportionate burden

  • Keyboard access to top navigation and carousel - WCAG 2.1.1, 2.4.7
    • Access to primary and secondary navigation on all pages and the carousel on the home page is limited or difficult when using a keyboard or other assistive technologies due to lack of visible focus or keyboard triggered expansion. However we believe all pages, including summaries, can be reached under most conditions.
      • the carousel on the home page which:
      • rotation can only be paused with a mouse hover
      • control is absent or hindered with a keyboard (due to lack of visible focus) or assistive technologies
      • slides may lack sufficient color contrast

Preparation of this accessibility statement

This website was tested on 30 September 2022. The test was carried out by KDL. Our assessment and tests is based on a representative sample of pages:

We used Pa11y (Axe-core and HTML_CodeSniffer), SiteImprove and some manual testing in Chrome (Desktop) to assess compliance with WCAG 2.1 A & AA and tested the above pages with built-in assistive technology (NVDA) for people who are blind or have low vision.
